The leadership of the Tsu Shin Gen (TSG) International Budo Association stands as a defining element of its identity, shaping both its organisational strength and its philosophical direction within modern martial arts.

At the centre of this leadership structure was David C. Cook, the founder (Soke) and highest authority of the organisation.

As Soke, a title meaning “head of the family” or grandmaster he embodies both technical mastery and custodianship of the system. His decades of experience across multiple disciplines and his role in developing TSG Karate and Japanese Mix Fight positioned him not only as a leader, but as a visionary who integrates traditional Japanese budo values with modern training methods.

 

Leadership within TSG is not limited to symbolic authority; it is deeply embedded in a structured, functional hierarchy.

The organisation operates under a clearly defined framework that includes the Secretary, an international administration team, and official country representatives. This structure ensures that leadership responsibilities are both centralised and distributed allowing global consistency while enabling regional growth.

The TSG Administration Team, composed of Senior Instructors (Shihans) and led by the TSG Secretary, plays a key operational role. These individuals have been appointed by Soke David Cook based on experience and rank, reflecting a merit-based leadership culture rooted in technical expertise and commitment. Their responsibilities include managing international coordination, supporting affiliated dojos, and maintaining organisational standards. Equally important is the role of Official Country Representatives, who act as leaders within their respective nations. They are responsible for expanding the organisation, overseeing grading standards, and ensuring that the principles of TSG are upheld locally. This decentralised leadership model reinforces the association’s international reach while preserving a unified technical and ethical standard.

A defining feature of TSG’s leadership approach is its emphasis on education, standardisation, and continuous development. Leadership is directly tied to responsibility for teaching, grading, and mentoring practitioners.

The organisation sets clear criteria for instructor development and promotion, ensuring that authority is earned through skill, experience, and adherence to standards rather than status alone. Moreover, TSG leadership reflects traditional budo philosophy, where authority carries moral and developmental responsibility. Leaders are expected not only to teach techniques but to cultivate discipline, character, and mutual respect among students.

This aligns with the broader view of budo as a lifelong path of personal growth rather than merely a system of combat.

 

In essence, the leadership of the TSG International Budo Association combines strong central guidance with an effective international network of senior instructors and representatives. It plays a crucial role in maintaining technical excellence, organisational cohesion, and the philosophical integrity of the art ensuring that TSG continues to evolve while remaining rooted in the traditions of budo.
